Ministère des Finances/Chorus : Behind public spending accountability
In 2006 the French government department in charge of budgets was given a new approach to public sector spending. To achieve more efficient and effective use of taxpayer money, all state agencies are required to ensure that money spent is dedicated to a measurable objective over a fixed time.
Before the Environment Ministry is authorised to spend a single euro on improving local roads, for example, it must show how that money will be used to improve road shoulders and reduce the amount of serious injuries resulting from road accidents.
By 2010, the project – dubbed Chorus – will involve 20,000 financial decision-makers across the French state, from managers to accountants.

In April 2007, a team of 20 from Logica Management Consultancy began working with the Agency for Financial Computer Services (AIFE), a part of the Ministry for the Budget, Public Accounts and Public Functions, to chart the road map to change not just the way the French state spends money, but how it thinks about spending money.
These road maps will alert the managers as to the rhythm and effectiveness of the expenditure. They will monitor budgets and will help people take the corrective measures required in real time.

Crown Prosecution Service : 21st century justice
Created in 1986, the Crown Prosecution Service (CPS) is an independent authority prosecuting all but the least serious cases investigated by the police in England and Wales. It advises, charges, monitors, prosecutes in court, instructs counsels and provides information and assistance to victims and prosecution witnesses… all this in over 1.2 million criminal cases every year.
As a vital part of the British Criminal Justice System, the CPS’s mission is one of public service. So when the number of procedural issues rises, when the prosecution delays extend, it does not face a client satisfaction issue. It faces a citizen’s crisis of confidence in the rule of law.
Overwhelmed by the volume and complexity of the information it had to share with the multiple stakeholders, the CPS decided in 2006 to work with Logica Management Consulting to transform its paper-based case processing approach into a fully coordinated, automated and integrated system, encouraging user-involvement and supported by the most secure and robust IT infrastructure.
The result of this partnership was the launching of the COMPASS program, a national network connecting 8,000 CPS staff in 42 areas across England and Wales, and an additional 1,000 police staff. COMPASS has allowed the CPS to completely revamp its case prosecution and witness assistance process, consistently improving on all key performance indicators (multi-disciplinary cooperation, case reliability and prosecution time, etc.).
Today, COMPASS has been recognised by the UK Government as the most successful project to modernise the way justice is administered in Britain.
Dixon Stores
Beyond the call of duty Dixons Stores Group international (DSGi), one of Europe's leading electrical retailers, wanted to get the most value out of its supply chain. Carbon emissions needed to be reduced by cutting down the number of transport movements necessary to meet client orders.
To build the business process and the IT system to make that change possible, DSGi turned to Logica Management Consulting. DSGi also wanted a national distribution centre for both its stores and its e-commerce operations.
Another consultancy said it couldn't be done in the time required. Logica Management Consulting stepped in to bring together the parts that drove the project on. Then disaster struck.
The Buncefield oil depot fire destroyed DSGi's aid centre. It had to be evacuated. Logica Management Consulting brought the DSGi's internal IS project staff to its offices and despite the disaster not a single day of work was lost. The team delivered the project on time, resulting in a lower carbon footprint for DSGi and €25m in annual savings.
Dutch Railways : Online passenger information where it matters
Travel can be stressful. When trains don't run on time or change itinerary, passengers need to change their plans, find another route, new schedules, and know how late they will be. If travellers can’t get reliable information on board, train controllers bear the brunt of their frustration. Yet, they can’t share information they don’t have. Dutch Railways constantly monitors client satisfaction. They knew how critical passenger information was in times of disturbance, and that mobile technology was the best way to help front line employees.
However, they needed more than technology expertise – they needed a full change-plan to turn a mobile technology solution into a new way of communicating with passengers. At the centre of the plan, controllers’ acceptance was critical to the success of the solution. Logica Management Consulting helped Dutch Railways introducing the “Railpocket”, a dedicated wireless PDA, providing each controller with online schedule information. Then, key on-board employees were involved in the testing and design of the user interfaces. These “beta-testers” brought crucial improvements to the Railpocket and acted as ambassadors of change when it was introduced.
As a result, the Railpocket employee acceptance was made simpler, faster and painless.
And Dutch Railways’ controllers can relieve passenger’s stress.
RABOBANK : Turning on mobile banking
Consumers always want more, in financial services as well as for anything else. And the younger the consumer, the more likely they are to go where they are offered more convenience and better service, wherever they can get it. Netherlands-based cooperative bank Rabobank had seen the future – to keep pace with the most demanding of its 2.5 million internet banking clients, it needed mobile banking. However, successful innovation in mobile banking demands extensive knowledge of marketing and new media, as well as access to the right technology. So they turned to Logica Management Consulting for help.
We mobilised our knowledge of retail banking process, online services and mobile payments technology to enable the venerable Dutch financial institution to design and deploy Rabo Mobiel, a cutting-edge mobile banking service hailed by its young clients as well as by industry pundits and even competitors.
The financial institution is now partnering with Logica Management Consulting in a trial of a service that will let clients at a Rotterdam supermarket use their mobile phones instead of a debit card or cash, using contactless stored-value technology.
Through Logica Management Consulting's expertise, Rabobank was able to do much more than catch up. It accelerated and took the lead.
Scania
Training in 110 markets Scania, the Swedish-based leading global manufacturer of heavy trucks and buses with 28,000 employees and another 20,000 in its independent sales and service organisation, realised that its training needs were changing fast across its 110 markets. Better technology required better training.
Logica Management Consulting helped design and implement a training management system across a large number of markets, meeting the challenge of working with HR systems that varied from country to country.
By keeping track of the skills of individuals across Scania's organisation, the Logica solution identified the right time for the right person to receive the right training; so no matter where they were Scania employees got the right skills to do the job.
The amount of time employees spent on training went up 100%. But thanks to Logica's innovative multicultural approach, Scania's overall training costs went down by 30%.
Total : Consensus for a global ERP
Few organisations understand the need for global expertise like those in the energy industry. So when Total wanted to roll out an SAP system linking up its 95,000 employees around the world to make them more efficient in everything from accounting in Germany to inventory in Zambia, it called on Logica Management Consulting to help.
Total needed to roll out its system to operations and subsidiaries in more than 130 countries across five continents, but successfully managing this client’s complex relationships also meant working in a sensitive way across cultures. Especially in a culturally delicate region like South Africa. Consensus is important in South Africa. Implementing a project can't rely simply on a decision taken in the room. Decisions are often made outside the meeting. Working with Total, Logica Management Consulting fostered a consensus before work even began.
By being careful in the way the team communicated about the project, Logica could ensure everyone approached the task with a shared point of view.
A multinational team working in a multicultural environment, the team had to adapt to a demanding schedule that had to change to meet the needs of the client business.
